The Union Rural Development Ministry has made construction of sanitary latrines compulsory with every house built under the Indira Awas Yojana (IAY). The funds available with districts under the Total Sanitation Campaign (TCS) will be used for construction of sanitary latrines. Each beneficiary will now get Rs. 25,000 for construction of a house in the plains and Rs. 27,000 in the hilly areas and Rs 1,200 as subsidy for building sanitary latrines. The construction of sanitary latrines was not picking up because of the high cost.
