Sarvashiksha Abhiyan would be made more effective by tightening it up further. Principal Secretary School Education Shri M.M. Upadhyaya visited the Rajya Shiksha Kendra today.. He also issued instructions for chalking out a strategy for improvement in various activities and implementing the same. Principal Secretary Shri Upadhyaya told the officers that purpose of Sarvashiksha Abhiyan is not merely achieving its physical and financial targets but ensuring qualitative improvement in educational index at every level and phase. He said that the Rajya Shiksha Kendra would have to become more active towards fulfillment of its stipulated responsibilities and its officers have to establish a firm grip on concerning issues and activities. The principal secretary made it clear during the meeting, which took over two hours, that present style of function would have to be changed. Principal Secretary Shri Upadhyaya enquired about almost everything with keenness in view of the plan to bolster administration of Rajya Shiksha Kendra during the coming week. He issued instructions to make a draft of assigning responsibilities to different officers. He said that henceforth only these officers would present details of the budget and physical progress of the Abhiyan during the regular review meetings. The officers would have to make their study, experience, expertise and firm grip felt. The Principal Secretary minutely inspected all the progress reports. He instructed the officers to maintain separate files in the context of current financial year and submit its report by May 10. He also issued instructions for preparing a proposal to hand over responsibility of studies and research to established and expert institutions of the country. He directed the officers to release grants to schools and maintenance funds during next couple of days so that all the works related to schools are completed in May. He instructed to maintain photo-documentation of all the orders with a view to maintaining transparency. The Principal Secretary underlined the need to appoint independent and able persons on contract basis for imparting training in smooth conduct of data management, accounts and other works. This would be done by the concerning committee. According to the draft prepared today by Principal Secretary Shri Upadhyaya, special action plans would be chalked out for more effective implementation of Sarvashiksha Abhiyan. For this a one-day workshop would be organised where experts would moot suggestions and recall their experience for setting the next course of action. Services of senior and experienced consultants would also be availed for better implementation of Sarvashiksha Abhiyan and coordination with various agencies. Those present on the occasion included Commissioner, Rajya Shiksha Kendra, Shri G.K. Shrivastava, Additional Director Shri Rajesh Jain, Finance Manager Shri M.C. Dubey and all the concerning officers.
