A decision of the Supreme Court making the Centre's appoval of forest working plans mandatory, has upset Himachal's plan of carrying out green fellings. The HP Forest Corporation had floated bonds to raise financial resources for which the government had approved a proposal for carrying out green fellings. However, with the apex court making it clear that no green fellings will be allowed without the approval of the working plans the state has been left with no option but to prepare working plans expeditously.
