Six more districts in WB soon

For transmitting the fruits of administration in an effective manner the West Bengal Government is planning to create at least six new districts in the State. A decision to this effect has already been taking regarding Capital Kolkata and Jhargram, a sub-division and a police district in West Midnapore district.
Kolkata, a police commissariat, will be a full-fledged district and would have a District Magistrate at its helm. Unlike in other districts an IAS officer of the rank of Principal Secretary would function as the Kolkata DM. The decision to convert Kolkata into a district from September has already been taken in a meeting chaired by Chief Secretary Samar Ghosh.
However, the Government was not likely to make any public announcement regarding the decision before an all-party meeting scheduled to be held on August 3.
The Kolkata DM would report to the Home Secretary and would enjoy vast administrative powers including those of maintaining law and order under Section 107 of the IPC jointly with the Commissioner of Police, providing, SC/ST, domicile and residential certificates apart from performing quasi-judicial functions required to be done by anexecutive magistrate, sources said.
The new arrangement would not affect the Presidency status of Kolkata, officials said creation of a new district would ensure additional funds for the colonial city which in turn could be used for its beautification as was promised by Chief Minister Mamata Banerjee before the elections.
In the new scheme of things Kolkata would be divided into four sub-divisions: North, South, Eastern, and Port which would function under four SDMs. There would be four ADMs to assist the DM.
As for Jhargram which was created a police district by the previous Left Government in view of Maoist presence there would now be upgraded into a full-fledged district.
These apart the Government has plans to carve out a district each from Burdwan, Jalpaiguri and East Midnapore and North 24 Parganas. Out of these both Burdwan and Jalpaiguri are Divisions or Commissionaires.
"The Chief Minister wants more districts for effective administration," a Finance Ministry official said adding however fund was the major source of concern for splitting bigger districts. While the Government wants to create a separate district out of two industrial cities of Asansaol and Durgapur in Burdwan district it has plans to break North 24 Parganas to create a separate district by clubbing Barrackpore and Bidhan Nagar sub-divisions. Remaining towns of Basirhat Naihati and Barasat would comprise a separate district.
