The state government started fulfilling its promise to strengthen gram panchayats on Wednesday when it announced number of measures including merger of revenue and panchayat raj departments to provide all essential services to the people in the village. The government also decided to launch a novel concept of 'people's estimates' where the committees of beneficiaries in villages would prepare outlay for developmental works proposed and would also superwise their implementation.
