Smugglers have the Union environment ministry worried. But the issue this time is not the trade in wildlife or forest products. Instead, it is ozone-depleting substances(ODS). Officials say smuggling of ozone-eating gases from Nepal and Bengladesh, into India, has been noticed over the past few months and could well assume alarming proportions as India finalises its plan to regulate the ODS phase-out over the next decade or so, in line with its international obligations.
