State Government reviews ongoing water supply schemes

With the summer season just two months ahead, the State Government has already started reviewing all ongoing water supply projects in the State. Chief Secretary Vivek Dhand reviewed the status of different water supply projects and issued directives accordingly in a meeting of Water Resources Utilisation Committee held here at the Mantralaya. In the meeting, the status of proposed community water supply scheme on Kharun river in Dharsiwa development block of Raipur district. The officers also discussed Bhaismundi water supply scheme in Nagarlod development block and water supply scheme of Gharghoda Nagar Panchayat in Dhamtari district. The officers also reviewed the status of Bhairwa Anicut of Raipur district, Saradih barrage of Janjgir-Champa district and status of Kalma barrage of Korba district. Principal Secretary of Energy Department Aman Kumar Singh, Principal Secretary of Urban Administration Department RP Mandal, Secretary of Water Resources Department Ganesh Shanker Mishra, Secretary of Industry Department Subodh Singh and officers of agriculture and water resources department were present in the meeting. This apart, the State Government has also already provided administrative approval of Rs28.76 crore for Baihamuda Barrage Scheme at Kurket River in Gharghoda block of Raigarh district. Baihamuda Barrage Scheme will supply water to the industrial units in the area, officials said.The officials concerned were instructed to complete the construction works under this scheme within the given time-limit, they stated. Notably, in the month of June last year , the State Water Resources Utilisation Committee allocated 49.80 million cubic meters of drinking and industrial water including 19.06 million cubic meters annually for industrial purpose and 30.74 million cubic meters for drinking and municipal supply.The annual allocation of water was done in a meeting which was held under the chairmanship of Chief Secretary Vivek Dhand in Naya Raipur. The Chief Secretary had stated in the meeting that natural resources like water and land are limited and hence officers of all the concerned departments should be cautious and ensure best possible use f these resources. He had asked the officers of Water Resources Department to ensure implementation of the water policy. Dhand had stated the Industries Department should be informed about those who fail to establish industrial units in the given time period and do not deposit the charges of water allocated to them as per the agreement.In case water allocation of an industry is to be cancelled, the Water Resources Department should ensure no-objection certification from Industries Department before refunding the amount. Dhand said that an integrated plan should be prepared for better use of land and water. It was resolved in the meeting that apart from annual 14 million cubic meter water being provided by Hasdeo Bango Project to the water expansion project of Korba Municipal Corporation,an additional 8.15 million cubic meters should be provided annually for the first phase of the project and 14.88 million cubic meter of water for the second phase. Annual water allocation of 14.88 million cubic meters was approved for Sonarpal Rural Water Supply scheme forsupply of drinking water to 24 villages of Bastar district. Similarly 6.36 million cubic meters of water from Ravishankar Sagar Reservoir Project was allocated for the proposed water expansion project of Dhamtari Municipal Council. It was decided in the meeting to provide an additional 15 million cubic meters of water from Mahanadi for the proposed 1200 Mega Watt thermal power plant by Sona Power Private Limited in Mudhpar village of Navagarh tehsil in Jangjir-Champa district. Similarly, it was decided to provide annually 2 million cubic meter water from Shivnath river to MSP Steel ad Power Limited for their proposed 1.5MPTA Cement and 50 MW Captive Power Plant in Rajnandgaon district. The committee also allocated 0.40 million cubic meter water from Hasdev river to GD Ispat and Power Limited for the proposed 1500 MW Biomass Power Plant near Mahuda village in Champa development block of Jangjir-Champa district. For the proposed 1320 MW Thermal Power Plant of DB Power Limited in Jangjir-Champa district, the Committee decided to reserve 1.66 million cubic meters water in Kamla Barrage instead of 1.66 million cubic meters water reserved for summer season in Saradih Barrage. DB Corp has been allocated 20 million cubic meter water annually for its proposed project. Similarly, the Committee permitted to supply 2.10 million cubic meter of annual water from the allocated 113 million cubic meter water to Bhilai Steel Pant for captive use by Prax Air India for a proposed oxygen plant within BSP premises.
