State Govt takes loan of Rs 20,145 cr

The State Government has taken loan worth Rs 20,145.39 crore as on March 31, 2008. The break-up of the loan amount is Rs 8,259.95 crore (market loan), Rs 2,685.94 crore (Central Government), Rs 489.86 crore (Others), Rs 4,710.53 crore (National Small Saving Fund) and Rs 3,999.19 (State Provident Fund). The per capita loan amount for the State is Rs 6,806. Revealing this while replying to a question by CPM legislator Ananta Deka, Health Minister Himanta Biswa Sarma, on behalf of Chief Minister Tarun Gogoi who holds the Finance portfolio, said that the State Government had not received any loan directly from any foreign source but that the amount was facilitated through the Central Government as 90 per cent grant and ten per cent loan. Sarma said that the outstanding dues of the State Government as on March 31, 2008, were Rs 7.60 crore (principal) and Rs 18.62 crore (interest). During the financial year 2006-07 the State Government repaid an amount of Rs 4.95 crore (principal) and Rs 15.15 crore (interest). Replying to another question by AGP legislator Girindra Kumar Baruah, the minister said that the State Government had taken loans to the tune of Rs 100 crore, Rs 594.18 crore and Rs 11.14 crore from HUDCO, NABARD and GICI respectively during financial years 2001-02 to 2007-08. The corresponding interests against the loans during the period are Rs 56.56 crore, Rs 91.68 crore and Rs 5.55 crore respectively. The minister said that the amount repaid to the financing agencies so far were Rs 55.36 crore (HUDCO), Rs 93.38 crore (NABARD) and Rs 3.71 crore (GICI). Sarma also said that there was another proposal to seek loan from NABARD for rural development projects at a yearly interest of 6.5 per cent.
