State-level panel to monitor IAP implementation

Bhubaneswar: Receiving flak from the home ministry on the tardy utilisation of funds, the Odisha government has decided to constitute a state-level committee for regular monitoring of the implementation of the Integrated Action Plan (IAP), a hundred-per cent Centrally-assisted scheme for the Maoist-affected districts. According to planning and coordination minister AU Singhdeo, the state-level monitoring panel would move around the 15 IAP districts every three months to review the implementation of the various programmes under the scheme along with the pace of expenditure and the submission of utilisation certificates. The panel would discuss the implementation of the programme with the district collectors, divisional forest officers, superintendents of police and other senior officials in charge of the schemes. They would advise the district authorities to take corrective steps so as to spend the available funds within the targeted period. The panel would also ensure physical verification of the works done. The Centre would provide Rs 30 crore of grant to each Maoist-hit district during the current financial year of 2011-12 against the last year’s Rs 25 crore for undertaking basic developmental works, particularly to develop the rural infrastructures like roads, drinking water supply, irrigation and environmental protection. By the end of the October this year, almost all the 15 districts had failed to utilise even 50 per cent of the released funds besides failing to submit utilisation certificates along with the action taken on the audit report. During his visit here in the second week of this month, Union home minister P Chidambaram had expressed his displeasure over the poor implementation of the important socio-economic development scheme, IAP, the main objective of which is to contain the Maoist activities. Chidambaram had even indicated that if full or over 50 per cent of the utilisation certificates would not be submitted, the next tranche of the funds would not be released. Meanwhile, the state planning and coordination department, which has been entrusted with the implementation of the IAP, has written to all concerned district collectors to expedite the expenditure under the scheme over 50 per cent and send the utilisation certificates so as to avail the second and final installment of Central funds for 2011-12. The department also cautioned that in case of failing to follow the guidelines, the concerned districts might lose the valuable resources which are received as 100 per cent grants.
