It is celebration time for the Digvijay Singh government as the Census 2001 figures have put the stamp of authenticity on the success of its high profile literacy programme. As compared to a 44 per cent literacy rate in 1991, the state's literacy rate has gone up to 64 now, and it is well ahead of major states like Andhra Pradesh, Uttar Pradesh, Rajasthan, Orissa and Bihar.
