The Investment Commission headed by industrialist Ratan Tata is understood to have recommended the stoppage of disbursements from the National Urban Renewal Mission to Maharashtra, Andhra Pradesh, West Bengal, Assam and Bihar for not repealing the Urban Land Ceiling acts.
