The Kerala State Government's efforts to allot forest land to tribal population has ran up against a brick wall with the Centre Government insisting on creating fund of about Rs 400 to 500 crore under the Compensatory Afforestation Management Planning Agency (CAMPA). The directive to float fund under CAMPA reached the Forest Ministry as a rider with the formal clearance to allot 7693 hectares of land to tribals.
