The continued absence of a working scientific system of agriculture management in Uttarakhand for more than eight years after State formation has resulted in creating a situation in which the traditional step-farming method is providing a non-profitable enterprise for the native farmers. It is pertinent to mention that more than eight years after formation of Uttarakhand as a new State, the Government agriculture policy is considered not attuned to the existing geographical and socio-economic conditions in Uttarakhand.
