The Central Empowered Committee (CEC) constituted by the Supreme Court to study the problem of encroachment in the reserved forest areas across the country has observed that the encroachment acts like cancer in the forests spreading without pausing and eating into the vitals of life support systems of nature, destroying all, along upon which the life, including the human life, itself depends. The CEC recommended that in case of failure of the Assam State Government to expeditiously remove the encroachers, it shall be liable to pay compensation for environmental losses caused by continuing encroachments at the rate of Rs 1000 per hectares per month which shall be deposited in a separate bank account. The amount of compensation shall be determined by the CEC.
