Pollution control in the country's most polluted city has become somewhat of an unending game of passing the parcel. And the buck never seems to stop anywhere. Knee-jerk reactions like surprise pollution checks, according to Dilip Biswas, just do not work. The State Transport Authority(STA) must work hard through the year.But the STA has its own share of problems to live with. Short of manpower and trying hard to cope with a deluge of recent Supreme Court orders, like keeping commercial vehicles more than 15 years old off the road, its bossess feel people must learn to regard pollution as their own problem.
