A fact-finding team has found state authorities had unlawfully issued Nor Sor 3 Kor land right documents for more than 1,000 rai of mangrove forests in the southern coastal province of Phang-nga. The team visited Phuket and Phang-nga early this month following complaints that the land right papers had been unlawfully granted to forest encroachers who were influentialfigures.
