Unable to take advantage of the loss of tourism in Jammu and Kashmir due to insurgency the Himachal Tourism Department is pursuing a tourism policy sans action and overselling the already saturated Shimla-Kulu Manali circuits. These are the remarks made in the latest Himachal Pradesh Development report brought out by the Planning Commission about the state of affairs as far as promotion of tourism in Himachal Pradesh is concerned.
