THE Manmohan Singh government may be unshackled from the Left, but its disinvestment plans could still encounter a trade union roadblock. The central trade unions, including the Congress-affiliated INTUC, are planning an agitation to protest against disinvestment in Coal India Ltd (CIL). All coal trade unions
