The World Trade Organisation must not be turned into an international forum for dealing with such sensitive non-trade concerns as social, health and environmental policy issues, a British government report said. The report backed the WTO as n effective framework for trade and said further liberalisation should benefit social, health and environmental objectives by raising living standards.
