The persistence of large disparities in India between States, districts and among social groups provodes "a strong case for substantial public investment and urgent reforms in regions where there is a concentration of poverty and a poor human development."This is the major conclusion of a new study by the United Nations development Programme(UNDP) on diversity and disparities in human development - key challenges for India.
