Uttar Pradesh retains the distinction of having the largest number of people living below the poverty line despite the implementation of nine five-year plans and six annual plans since 1951 to 2001, involving an expenditure of Rs 82,500 crore. Far from any reduction in poverty, the hunger and deprivation of the people has actually increased in the state during last five decades of planning.
