US plans to ban roads from one-third of forest land

Nearly 60 million acres of US forest land would be off limits to road construction and timber harvesting under a Clinton administration plan released on Monday. The Forest Service, which manages more than 192 million acres of national forests, issued a proposal that would protect 58.5 million acres of wilderness from most forms of development. The planned restrictions are part of a broader plan to give the public a bigger say in how national forests are used, a major change for the Forest Service, which has long been criticized for being too eager to sell timber rather than preserving wild areas for nature lovers and sportsmen.
