Use of SGRY funds dominates Question Hour

GUWAHATI, July 16: The Assam Assembly today witnessed a heated discussion over the underutilization of Sampurna Gramin Rojgar Yojana (SGRY) funds and failure of the Government to get the SGRY's term extended in the State to execute the pending schemes. The Opposition criticized the State Government's failure to extend the term of the SGRY by two months even after the Assembly had passed a proposal to that effect earlier. The Government also came under attack for the anomalies in the National Rural Employment Guarantee Act (NREGA) in the State. The entire Question Hour was taken up by this single issue with the Opposition as well as the ruling party MLAs alleging that the replacement of the SGRY with the NREGA has not benefited the people in any manner as the move left the SGRY schemes pending and the funds meant for them, Rs 107 crore, remaining unused. The Opposition parties demanded of the State Government to move the Centre demanding extension of the SGRY in Asom for two months so that the unused funds could be utilized to complete the pending schemes. Referring to the proposal adopted in the House during the Budget Session to request the Centre to extend the SGRY's term by two months up to May, the Opposition said the State Government failed to pursue it. State Parliamentary Affairs Minister Bharat Narah, on behalf of Chandan Brahma, contended that the State had written to the Centre on the issue on April 2 and received a reply within two days. He said that the State had been directed to divert SGRY schemes to NREGA, which is permissible, and take up the remaining schemes with special funds provided by the Centre or the State Government. The Opposition members, however, claimed that false utilization certificates were issued overnight after the SGRY ended on March 31 as the NREGA was extended to cover all districts of the State. The Government, however, refused to accept the charge.
