In what officials say is next step in their "fight against black smoke", the Ministry of Population and Environment (MOPE) is planning to "impound" all the black-smoke-belching vehicles plying the streets of the capital of Nepal, secretary at MOPE Dr Govinda Prasad Bhatta said.
