Vision plan will boost NE development

The vision document for the North East Region (NER) for 2020 has suggested an additional investment of Rs 13,29, 891 crore, for a period of 15 years between the 11 th Plan and the first three years of the 13 th Plan, to ensure development of the region equally with the rest of the country, by 2020. Prime Minister Dr Manmohan Singh is releasing the document on July 2 in New Delhi. It was prepared in about three years' time since July 2005. It has projected structural changes in the economy of the region, poverty eradication, maximising self-governance, harnessing resources for people's benefit, capacity building in people and institutions, strengthening infrastructure, creation of a centre for trade and commerce and effective governance as the outcome of the initiatives suggested by it. Disclosing this, Secretary of the North Eastern Council (NEC) Falguni Rajkumar said while briefing the media on the document here today that the total investment proposed by the document would require an annual investment at the rate of Rs 70,000 crore to Rs 80,000 crore. However, there would be no stereotype model for the development of each part of the region, which is known for its immense diversity. Each of the areas would have its own development model being chalked out by people's representatives at the grass-root level
