Sanjeev Menon Agricultural institutions account for 14.5 per cent of the total establishments in the country and provide employment to over 11 lakh workers. According to the Government of India's Economic Survey 2005, the state providing the maximum employment in the agricultural sector was Andhra Pradesh at 18.21 per cent. This was followed by Tamil Nadu with 14.57 per cent and Gujarat with 12.75 per cent. In rural areas, Gujarat, Andhra Pradesh, Tamil Nadu and Kerala each contributed for more than 11 pe cent of agricultural employment. Kerala also provided employment in the sector to 17.03 per cent of urban workers. As far as the non-agricultural sector is concerned, the Survey states that these institutions account for 85.5 of total establishments and provides jobs for 8 crore workers, thereby constituting 89 per cent of total employment in the country. Maharashtra had the maximum number of workers in the sector with 11.52 per cent of the total. Followed by Tamil Nadu with 11.33 per cent, and West Bengal with 9.94 per cent. While Tamil Nadu provided the maximum employment in the sector in rural areas, Maharashtra provided the same in urban areas.
