BJP State president C K Padmanabhan has demanded that the Kerala State Government publish a white paper on the status of forests in Kerala. Padmanabhan said a white paper would help to bring to book the actual culprits involved. "Encroachments have taken place even before the formation of the state, encroachments have been promoted by vested interests," he alleged.
