The World Health Organisation has advised countries to prepare for a possible use of biological or chemical agents as weapons, even as it upgrades its own procedures for meeting any emergencies. WHO director general Gro Harlem Brundtland told a group of health ministers in Washington that countries 'must prepare for the possibility that people are deliberately harmed with biological or chemical agents'.
