The Delhi Development Authority presented its concept of what Delhi will be 2021. Planners and policy makers focussed on vertical expansion, on creating infrastructure, and giving a human face to the city besides affordable shelter for a Delhi which will be 2.2 crore strong. In a seminar organised by the DDA on a new Master Plan for the city, experts pointed out that the natural growth in Delhi is three lakhs while migration is two lakhs per year.
