Oil and gas exploration companies like British Gas and Essar Energy want clarity on pricing and gradual linkage to international price for making shale gas investments. After Reliance Industries Ltd (RIL)’s experience with the D6 gas allocation, some also suggested the government should not have an allocation policy for shale gas. Other critical issues highlighted by the companies relate to land acquisition, water availability and handling. These companies submitted their comments to draft shale gas policy last month. The government is looking to launch the first shale gas auction by December 2013 and is working on the policy that could be finalised by year-end. Hydrocarbon found in the form of shale gas has, over the past few years, transformed the energy scenario for the world’s biggest energy consumer, the US. RIL, India’s largest private oil company, has acquired shale acreages in the US.
The Coal India (CIL) board on Tuesday cleared the final draft of the revised fuel supply agreement (FSA). However, a decision on price pooling would be taken after consultations with various stakeholders. “We have cleared the revised FSA approved on April 16. Power producers can start signing it from tomorrow,” said Chairman and Managing Director S Narsing Rao. Fresh clauses would now be included in the FSAs already signed with 29 firms.
The Delhi government gave some relief to the people living below poverty line from the Centre’s decision of curtailing number of subsidised LPG cylinder. The city government on Monday decided to provide nine subsidised LPG cylinders instead of six to the BPL people of the city. The decision was taken in a Cabinet meeting presided by Delhi chief minister Sheila Dikshit. Around 3.5 lakh beneficiaries who are under the government’s scheme of “kerosene free Delhi” can avail nine subsidised cylinders in one year. “Our government is committed to safeguarding the interests of common man. It has once again taken a significant decision to provide relief to the poor families by mitigating the effects of inflation as far as cooking gas is concerned,” Ms Dikshit told reporters here.
IOC has been pleading with the government to move petrol back to a controlled regime After two months of losses, oil marketing companies (OMCs) have started making profits on sale of petrol, thanks to the softening global price and an excise cut announced by the government last week. The OMCs have begun making a margin of around Rs 1 on every litre sold. The three — Indian Oil, Bharat Petroleum and Hindustan Petroleum — were losing around Rs 6 on every litre of petrol in the first fortnight of this month. To prevent any price increase in petrol, the government last Thursday cut the excise duty by Rs 5.30 a litre. Until then, it was charging Rs 14.78 through excise on every litre. The move almost covered the loss that the OMCs were incurring on petrol.

New Delhi Consumers will have to pay the full market rate — R750 at current prices — for every LPG cylinder from April 2013 as the government gears up to directly transfer the subsidy on this fuel to consumers’ accounts starting next fiscal. LPG users will get the subsidy on six cylinders in their bank accounts thanks to the unique identity (Aadhar) number that each consumer will be given. Going by the differential between the cost price and selling price of LPG cylinders over the last couple of years, the annual subsidy payment by the government for each consumer could be around R1,800.
