Wading through waste water
A residential area in Chittagong after flash flooding. FORMAL city planning in this part of the world began with Sir Patrick Geddess producing a Master Plan for Dhaka in 1917. The plan was never implemented. With the establishment of a planning department in erstwhile East Pakistan, now Bangladesh, in the year 1948, planning activities got an institutional beginning. A British consultant was engaged for producing the Master Plans for Dhaka and Chittagong; Khulna was added later on. The Master Plans for Dhaka and Chittagong were prepared in 1960 and 1961 respectively.

And I am reminded of my visit to East Champaran district of Bihar four months after last year's "exceptionally destructive" floods. As person after person narrated his/her misery to me, it was clear that the government's relief was inadequate and acute distress did not recede with the flood waters; it lingered for months in the form of gnawing hunger, disease and deprivation. In fact, it is a cycle of misery that repeats year after year.

Centre's negative' response upsets Nitish
Aarti Dhar NEW DELHI: Bihar Chief Minister Nitish Kumar has written to Prime Minister Manmohan Singh on "denial' of compensation promised by the Centre after the floods that affected 2.5 crore people last year. The relief work was executed with the State's own resources and it was expected that the Centre would provide assistance in due course. "Since the due assistance is being denied on wrong premises, it does not augur well for a healthy Centre-State relationship,' Mr. Kumar has said.

Flood-affected protest in Mendhar
MENDHAR : The shopkeepers of Mendhar town today observed a shutdown for couple of hours in protest against the losses occurred due to the flash floods in the area. Flash floods caused by heavy rains caused havoc in the area resulting in losses worth lakhs of rupees as the water entered the shops and houses near nallah in Dori Kassi area. This triggered protest in the town today. The shopkeepers downed their shutters from 11 AM to 1PM and also disrupted the vehicular traffic for couple of hours. Flood control (Editorial)
The first wave of floods has hit the State with devastating consequences. Several embankments were breached and overtopped, and communication snapped on NH-52 in upper Assam. In lower Assam also, cropland and human habitations have been inundated. With the rainy season having just started, indications are that a series of floods could hit the State in the coming months. The recurring menace of flood and erosion constitutes probably the biggest challenge before the State, inflicting extensive damage on agriculture and infrastructure in particular.

Forest employees instructed to tackle floods situation
The state government has instructed Forest employees to tackle possible flood situations by coordinating with district administration. At the behest of Forest Minister Kunwar Vijay Shah a circular has been issued to all the conservators of forests, officers of National Parks and divisional forest officers to coordinate with the district administration and make available adequate staff, vehicles and boats for overcoming drought situation. They have also been instructed to use telecommunication network for sending assistance to flood-affected areas.

China floods kill 62, over 1 million flee
Beijing: At least 62 were killed in torrential rain and flooding across south China, the government said. Floods pose a threat to Gaungxi province if the embankment of Xijiang river bursts open, while four other rivers have crossed danger levels, officials said. Over one million people left their homes and moved to safer places as heavy rains made water levels in rivers soar and overflow into settlements close to them across nine provinces in the country.

CM stresses need for flood forecast stations
Chief Minister Tarun Gogoi today stressed the need for establishment of flood forecasting stations in coordination with organisations like the Indian Space Research Organisation (ISRO), Central Water Commission (CWC) and the Meteorology department to mitigate the losses due to flash floods.
