ITANAGAR, Nov 11: The success of welfare policies and programmes of the Government depends on its proper implementation at the grass root level. This was highlighted at the inaugural function of the 4-day Public Information Campaign on Bharat Nirman at the Multipurpose Cultural Complex, Kimin in Papum Pare district today.
