New Delhi Rural development minister Jairam Ramesh on Tuesday reiterated his opposition to the food ministry’s proposal for providing grain as part-payment of wages under the National Rural Employment Guarantee Act (NREGA). “The work carried out under the food-for-work programme was really of bad quality and we do not want to repeat the same mistake,” Ramesh said after getting Parliament nod for the changes in NREGA, which allows atleast 30 new works to be taken up under the mega job-guarantee scheme.

Union Agriculture Minister Sharad Pawar on Saturday expressed reservations about the new Land Acquisition and Rehabilitation and Resettlement Bill, 2011, saying it would in particular pose hurdles in setting up industries and creating new dams. The Bill was cleared by the Union cabinet in September and has now been sent to the joint legislative committee. Quoting provisions of the Bill, such as the promise to pay five times the market price of land acquired, returning 20 per cent developed land to the owner and job guarantee for next 20 years, Pawar said that the Bill would hamper development work in the country and state. The Bill also provides that there should be 70 per cent consent of land owners for the acquisition and the state can step in for the remaining 30 percent.
The Centre on Friday said it is examining a proposal to provide foodgrains as part of wage payments to agriculture workers under NREGA. Agriculture minister Sharad Pawar also said that another proposal to provide a certain number of NREGA workers for agricultural operation has “not received” any positive response. He was responding to a demand from Congress leader J.D. Seelam in the Rajya Sabha that the government should pay 50 per cent of the wages to agriculture labourers, working on private land in Andhra Pradesh, from NREGA fund as farmers are not getting labour.

Barely 24 hours before Prime Minister Manmohan Singh is scheduled to reconvene a meeting to discuss policies on export of farm products and storage of grains, the government has conceded another major demand of Agriculture Minister Sharad Pawar by allowing export of caesin, a value-added milk product. “Export of casein and casein products has been moved from the ‘prohibited’ to ‘restricted’ category. Export of casein is now permitted under licence,” an official statement issued tonight said. The government had banned exports of casein and milk powder in February last year, following a fall in the domestic supply of milk.
