the California Air Resources Board ( carb ) has recently announced a programme which will provide a total of us $18 million in grants to reduce the incremental cost of new zero emissions vehicles ( zev s) over the next three years. zev s are an integral part California's efforts to meet air quality standards. These grants will be available to qualified private and public consumers who purchase or lease a new zev between October 1, 2000 and December 31, 2002. The zev incentive programme is the result of the state's assembly bill commonly known as the Lowenthal Bill. The purpose of the programme is to make the price of a full service electric vehicles comparable to that of conventionally-fuelled vehicles.
