TIMELINE

december 19, 2001: Dept of animal husbandry and dairying, Union ministry of agriculture, approached by Andhra Pradesh livestock development agency (APLDA) to allow import of cattle from Australia for cross-breeding.

april 28, 2002: Cattle in Pallikarnai quarantine station, Chennai. Blood samples of 93 animals sent to High Security Animal Disease Laboratory (HSADL), Bhopal.

May 28, 2002: Test results positive for Bovine Viral Diarrhoea (BVD) and Malignant Catarrhal Fever (MCF).

June 1, 2002: 30 random samples then sent to OIE International Referral Laboratory (IRL), UK, and HSADL, Bhopal.

June 10, 2002: OIE report: 14 animals are positive for BVD antibodies.

June 11, 2002: HSADL: 15 out of 30 animals are positive for BVD antibodies.

June 14, 2002: Department of animal husbandry and dairying constitutes a committee which recommends deportation of animals.

July 3, 2002: Australia refuses to take animals back.

August 2002: Blood samples from all animals sent to both HSADL and IRL. While the IRL results are negative for BVD and MCF antigen, HSADL tests showed that 87 cattle were positive for MCF and 114 animals for BVD antigen.

September 16, 2002: Deputy commissioner (livestock health), ministry of agriculture, issues letter to CEO, APLDA to euthanise 87 cattle.

September 19, 2002: PIL filed by the national commission of cattle and Bharatiya Prani Mitra Sangh to restrain slaughter. The court passes such order.

November 16, 2002: The HC also directs that samples may be collected from the animals under the supervision of experts and to submit report in four weeks.

February 4, 2003: HSADL test results: except 46, all animals test positive for either BVD or MCF.

February 8, 2003: HC directs 46 animals to be handed over to Andhra Pradesh and West Bengal, and further tests.

July 30, 2003: Union government files a special leave petition in the supreme court (SC) against the HC interim order.

End 2003: SC asks HC to give final order.

June 2004: The final order is expected, but delayed due to lawyers' strike.
