National policy guidelines on vulnerable groups in disasters
This document is an effort of the Gender and Child Cell (GCC) towards developing a more focused mechanism to prioritize, integrate, and address the needs and concerns of vulnerable groups. It is intended to: meet the needs of vulnerable segments of the population in a more targeted manner; ensure that all interventions are designed with needs of specific groups in mind; safeguard equitable access, benefits and opportunities in all relief/response designs; and ascertain and encourage balanced and active participation of vulnerable groups in decision making processes that affect them. The guidelines will also be recommended for integration into the overall national social protection framework of the Planning Commission.
