Climate: warming up In 1990, the US greenhouse gas (GHG) emissions were 5.41 tonnes per capita. In 1993, President Clinton said that the US would bring down GHG emissions to 1990 levels by the year 2000. The Climate Change Action Plan (CCAP), which is a part of the Presidential directive, said that the net GHG emissions would be slightly lower in 2000 as compared to their 1990 levels. However, the 1997 Climate Action Report of the Framework Convention on Climate Change (FCCC), acknowledges that the US will not meet its goal of returning net GHG emissions to their 1990 levels by the year 2000.
