Dispur fails to submit report, faces NGT’s criticism

The National Green Tribunal (NGT) on Monday decried the Assam government after the latter failed to submit report on the 2000MW Lower Subansiri Hydro Power Project.
The Ministry of Environment and Forests and the Ministry of Power also failed to submit their reports when the tribunal took up the case for hearing.
Giving a three weeks time on January 29, the green tribunal had asked all the stakeholders to submit report on the much controversial Subansiri project. The court took up the case after the Assam Public Works (APW) filed petition in this regard.
When the representatives of the State government asked for more time, the court said, “It is a matter of Arunachal and in Down Stream Assam is affected, and you are asking time!”
Giving an example, the court said that if the Assam government wants to start a project on the Brahmaputra and Bangladesh is affected and they (Bangladesh) start asking time what will you do?
The tribunal gave fresh three weeks time to submit report and March 25 was fixed as the next date of hearing.
The case was taken up by a bench of five judges including Justice P Jyothimani, Melath Susidharan Nambiar, GK Pandey and PC Mishra Ranjan Chatterjee.
“We are not against the construction of the dam. We are concerned for the safety of the river dolphins, fishes, etc.,” APW president Abhijit Sarma said.
The APW, in its petition, has said that the Ministry of Environment and Forests and the NHPC Limited has planned to release only 6 cumecs of water from the dam for 20 hours or so when the project will be “off–grid”.
“No water was planned to be released for 20 hours to the biggest tributary of the Brahmaputra, a home to Ganjetic Dolphins. This shows the real mindset of MoEF and its construction arm, NHPC Ltd,” the petitioner said.
