Green Tribunal hearing from Sept 2

NEW DELHI, Aug 7 – Declining to restrain the NHPC from resuming construction of the Lower Subansiri Hydroelectric Project (LSHEP), the Kolkata Bench of the National Green Tribunal (NGT) has ordered that the case would be heard on a day-to-day basis from September 2. The Assam Public Works (APW) has sought a direction from the NGT to the appropriate authorities to stay the construction of the LSHEP till all the issues raised by the Thatte Committee and the applicants are addressed and resolved. President of APW Aabhijeet Sharma told newsmen that the MoEF failed to appear again and the Tribunal issued notice to it today. Also, notices were issued to the Ministry of Water Resources and the Brahmaputra Board to appear on the next date with their replies.The NGT said that the matter would be heard from the next date of hearing on a day-to-day basis, and accordingly posted it. The APW has called for implementation of all the recommendations of the Technical Expert Committee including the Thatte Committee, besides the structural deficiencies and downstream impact assessment before resuming construction of the dam. The APW in its petition before the NGT has asked for conversion of the LSHEP to a run-of-the-river hydropower project, to ensure that at least 450 cumec water is released during the lean period to ensure that the endangered dolphins and livelihoods of the people are secure. The NGT was requested to order a biodiversity assessment and the impact of this project on the same as mandated under Section 36(4) of the Biological Diversity Act, 2002
