How to enforce dual diesel prices

RATHER LATE in the day, the government is thinking of introducing a set of initiatives to better target subsidies on diesel, the most widely-used petroleum product. Even if these initiatives fail to materialise and a dual-pricing policy turns out to be difficult to implement, the moves are baby steps in the direction of conserving and better utilising a scarce non-renewable energy resource that is largely imported.
