MPs way to fight PDS pilferage: Grain on doorsteps

To remedy pilferage and corruption in the public distribution system (PDS), Madhya Pradesh has decided to introduce a pilot scheme to deliver cheap foodgrain on the beneficiaries' doorsteps.
The scheme will begin on Mahatma Gandhi's birth anniversary on October 2 in a tehsil in tribal-dominated Mandla district. Depending on the success of the pilot project, the scheme will be implemented in the slums of Bhopal, Indore, Gwalior and Jabalpur districts. Later, it will be replicated across the state.
A tehsil close to a Food Corporation of India godown in Mandla district will be chosen. On a fixed day, ration will be taken to a village and in the presence of elected representatives and prominent citizens three months' quota will be distributed among the beneficiaries in one go.
All Gram Sabhas in the chosen tehsil will have to meet and pass resolutions about introducing the scheme. Money will be collected in advance from the beneficiaries. The money along with an application will be sent to the sub-divisional magistrate and then a day for distribution will be fixed and publicised.
A government spokesman said the scheme had the potential to tide over various irregularities that mark the transportation of grains to the PDS shops and their subsequent distribution.
